The answer is a big maybe. The reason for this is that WWE knows that they are losing RVD after the event and they want to keep Del Rio involved in the World Title picture. There are two problems with this. The first is that both are heels. So one would have to turn, the second is that Rey Mysterio's return is set near this same time and the rumor is for him to face Del Rio for the World Title. One idea discussed was to have Sandow beat RVD who would have beaten Del Rio, but that has since be pushed out of plans (though it could always be brought back). There is a thought that Sandow would wait until Hell in a Cell, and cash in after Rey/Del Rio takes place. This would allow Mysterio to return for a mini-rivalry and Sandow could beat him to set up a face/heel story. What will happen however, is up in the air. But we do know that WWE wants Sandow to hold the Title by November.
