Breaking story that NBC Bay Area have reported Wrestlemania 31 will definitely be at the Levi's Stadium in Santa Clara.
There full article online here say that John Cena and other top WWE stars have been spotted around Candlestick Park earlier today in preparation for Tuesday's big announcement.
However, the bigger story is that they also say they have a source who has said Wrestlemania 32 will be held in Dallas.

With Dallas being in the picture, one would assume that Wrestlemania 32 would be a lock for the Cowboys Stadium if they have a good source.
